PIR Center

PIR Center is an independent nongovernmental organization, which carries out research, as well as educational, public awareness and publishing activities, and provides consulting services. From the time of its founding in April 1994 to this day, the priority areas of the Center's research studies remain international security, arms control and nonproliferation of weapons of mass destruction. PIR Center is in consultative status with the UN Economic and Social Council (ECOSOC).

PIR Center was founded by Dr Vladimir Orlov. Chairman of the PIR Center's Executive Board is Gen. Evgeny Buzhinsky, Director of PIR Center is Mr. Albert Zulkharneev. 

PIR Center’s core research program "Russia and Nuclear Non-Proliferation" comprises a variety of scientific and applied projects such as research of US-Russian arms control, developments around Iran's nuclear program, prospects of development of nuclear energy in the Middle East, the place and role of Russia in the framework of the Treaty on the Non-Proliferation of Nuclear Weapons.

In recent years, PIR Center has explored areas beyond nuclear non-proliferation, including projects related to issues of international information security and global Internet governance and lethal autonomous weapons systems. PIR Center also maintains regional programs with an emphasis on European security and conventional arms control in Europe as well as security in Central Asia.

From 1994 to 2014, the PIR Center published Security Index journal (Yaderny Kontrol "Nuclear Control" until 2007); since 2014, the journal is published by PIR Press, LLC. Other periodical publications include Yaderny Kontrol, Russia Confidential, and CyberPulse newsletters.

PIR Center is located in Moscow; its partner organization, Centre Russe d'Etudes Politiques, is based in Geneva, Switzerland.

PIR Center has long and extensive ties with leading Russian and foreign research institutes, government and non-government experts. All this allows PIR Center to remain one of the most authoritative Russian organizations to take part in international discussion on global security issues.

PIR Center has become a leading Russian nongovernmental research organization in the field of international security. In its day-to-day operations, the Center maintains close contacts with executive and legislative agencies. The Center receives considerable support from its Advisory Board that numbers more than 60 individual and corporate members.

Oleg Shakirov is PIR Center Consultant focusing on European security. He has done research on Russian European security policy, conventional arms control in Europe, and political-military dimension of the OSCE.

He graduated from the South Ural State university, international department (2010). In 2015, he recieved Master's degree from the John Hopkins Schoool of Advanced International Studies.

In 2011-2012, he worked as a news editor at the International Broadcasting section of RIA Novosti. Shakirov was PIR Center intern in September-December 2012. In summer 2014, he interned with the UN Department for Political Affairs.
