OSCE Network of Think Tanks and Academic Institutions
The oiip is an independent, non-profit think-tank. The work of the oiip is based on three fields of research: Global Security Governance, Power Transition and Diffusion, and Comparative Foreign & Security Policy Analysis.
The research area „Global Security Governance“ focuses on the conceptual and epistemological level of international security. The field „Power Transition and Diffusion“ concentrates on the distribution of power and the power diffusion process on various levels. The third research area, „Comparative Foreign & Security Policy Analysis“, analyzes and compares the concrete drafting of policies on a regional, state and sub-state level. The research of the oiip is based on the current debate on International Relations Theories.
Events and developments have become increasingly interdependent. As a result, the multi-layered, and often new challenges, cannot be solved unilaterally. This contains both a discourse on the theoretical approaches as well as the practical political analysis of topics, such as humanitarian intervention, nuclear disarmament and non-proliferation, as well as cyber-security. The OSCE is part of the security governance regimes that has to address these challenges.
On one side this leads to the development of new global players, as well as a diffusion of power to social movements and non-state actors via political reform and transformation processes. In the OSCE area states are challenged by various non-state actors. What role can it play to the solution of potential conflicts? Protracted conflicts in the OSCE area will be studied and compared.
On the one hand, the legitimacy of peace, democracy and prosperity has expanded and intensified over the last 25 years in the OSCE area. On the other hand, the number of countries in crisis, internal conflicts, internationalized conflicts, and violence has risen especially over the last 15 years. Conflict Studies tells us that this socialization with violence is one of the main causes that make societies prone to falling back into crisis creating a vicious cycle.

Univ.-Prof. Dr. Heinz Gärtner is academic director of the oiip and senior scientist at the department of political science at the University of Vienna. He held a Fulbright Fellowship as well as the Visiting Austrian Chair at the “Freeman Spogli Institute for International Studies” at Stanford University where he had further visiting fellowships. He was also visiting professor at the King’s College, London; Johns Hopkins Institute for East-West Security Studies, New York; University of Erlangen, Germany; St. Hugh's College, Oxford; University of British Columbia; World Policy Institute, New York; University of New Haven. He lectures often at other American, European, and Asian universities and research institutes. His research areas are among others European, international security, arms control, and International Relations Theory. Heinz Gärtner received the Bruno Kreisky (legendary former Austrian Chancellor) Award for most outstanding Political Books.
