OSCE Network of Think Tanks and Academic Institutions
NUPI is an independent governmental research institute founded by the Norwegian parliament in 1959. It has a staff of around 85 and works on a broad range of issues related to Norwegian foreign policy interests.
As a country that stands outside the EU and shares a direct border with the former Soviet Union, the OSCE is important to Norway and many different NUPI staff have worked for the OSCE during different periods, in the Baltic countries, the former Yugoslavia and the Caucasus and Central Asia. Since 2008 NUPI has cooperated particularly closely with the OSCE Academy in Bishkek, where six different NUPI staff have contributed lectures, supervision, project management, joint conferences and so on. In the context of the OSCE network, NUPI is particularly interested in contributing on topics related to the energy sector.

Indra Overland is an expert on energy issues and is responsible for the cooperation project between NUPI and the OSCE Academy. He sits on the OSCE Academy’s Academic Advisory Council and has been lecturing at the Academy since 2008. He has previously worked as an election observer for the OSCE eight times, carried out academic research on the OSCE and conflict prevention and has briefed many of the Norwegian staff seconded to various OSCE missions before departure.
