SIPRI is an independent international institute dedicated to research into conflict, armaments, arms control and disarmament. Established in 1966, SIPRI provides data, analysis and recommendations, based on open sources, to policymakers, researchers, media and the interested public. Based in Stockholm, SIPRI also has presences in Beijing and Washington, DC and is regularly ranked among the most respected think tanks worldwide.

Dr Neil Melvin has extensive experience both as a researcher and as a policy practitioner. Prior to joining SIPRI he held Senior Adviser positions in the Energy Charter Secretariat and the Organization for Security and Co-operation in Europe. He has also worked at a variety of leading policy institutes in Europe. Dr Melvin has published widely on issues of conflict, with a particular focus on ethno-religious issues. In recent years he has broadened his research interests to consider the impact of resources on conflict, notably the issue of energy and conflict. Dr Melvin joined SIPRI as Director of the Programme on Armed Conflict and Conflict Management in May 2010.
