Network for European Studies (NES), University of Helsinki

The Network for European Studies (NES) was founded at the University of Helsinki in 2002. The Network’s purpose is to promote and coordinate the study of European issues within all faculties and disciplines of the University of Helsinki.

The multidisciplinary orientation of European Studies forms the key starting-point of the Network’s activities. The activities cover research funding, coordination of the undergraduate programme in EU Studies and the Master’s Degree Programme in European Studies, doctoral school, academic seminars and other corresponding activities, and coordination the of the participation of the University of Helsinki in the Europaeum association of European universities. The OSCE is analysed in the strategic context of Europe at large.

Kari Möttölä (b. August 24, 1945, in Kokkola, Finland) is Visiting Scholar, Professor at the Network for European Studies, the University of Helsinki since September 2013. He is engaged in the study of Finnish, regional and European security; the European Union; and transatlantic relations. Between 1989 to 2013, he was Special Adviser at the Unit for Policy Planning and Research, the Finnish MFA.

Möttölä has followed the CSCE/ OSCE process throughout his professional career as a planner and analyst. He has published, among others, "Finland’s Comprehensive Security: Challenges and Responses”, contribution to “Threat Perceptions in the OSCE Area" (OSCE Network, 2014), "The OSCE at 40: Looking at the Abyss of a Fault-line", in Security and Human Rights, 25(2) 2014,
(with Janne Taalas) "The Spirit of Helsinki 2.0 - The Finnish OSCE Chairmanship 2008", in OSCE Yearbook 2009 (University of Hamburg, 2010), and "The OSCE: Institutional and Functional Developments in an Evolving European Security Order", in Michael Botha et.al. (eds.) The OSCE in the Maintenance of Peace and Security (Kluwer Law International, 1997). Möttölä has been a guest editor of the special Helsinki+40 issue of the Security and Human rights journal published in 2015. 

Möttölä holds an M.A. (poli.sci) at the University of Helsinki (1969). He was awarded the title of Professor by the President of the Republic in 2005.
