Department of Politics and Public Administration, University of Konstanz

The Department of Politics and Public Administration at the University of Konstanz is one of the largest social science departments in Germany. It offers excellent teaching and research in four areas: (i) democracy and public policy, (ii) international studies (iii) management and public administration, as well as (iv) data and methods.

The Department’s research has a strong emphasis on empirical evidence and theory-based methodological rigor. It is published in highly-ranked peer-reviewed outlets and often produced in cooperation with renowned scholars at academic institutions worldwide. The substantive scope of the research includes political, administrative and organizational structures, processes, and policies, analyzed from national, comparative and international perspectives.

Several research projects conducted by the Department’s scholars cover OSCE-related matters, such as the OSCE’s Contribution to the Police Reform in Kosovo or administrative styles in the OSCE Secretariat. In this regard, especially the Research Group for Public Administration and Organization Theory has to be made reference to.

Steffen Eckhard is Assistant Professor and head of the Chair for Public Administration and Organization Theory at the University of Konstanz. He is also principal researcher in the DFG research unit International Public Administration (IPA) as well as the collaborative research project Hybrid Organizations in Crisis Management (HybOrg).

Previously, he has worked as a research associate at the Berlin-based think tank Global Public Policy Institute and was scientific coordinator of the research unit International Public Administration at the Geschwister Scholl Institute of Political Science at LMU Munich.

In his research and teaching, he focuses on the role of the administration in policy- making and implementation in national and international public organizations with an emphasis on crisis management as well as peace and security governance. In the past, he conducted field research on crisis management in Afghanistan and Kosovo and at the headquarters of major international organizations such as the OSCE. He published around two dozen books and journal articles.

Steffen Eckhard studied political and administrative science in Konstanz, Grenoble and Stockholm. In 2013, he received a PhD from the University of Konstanz.
